It's not /fpslimit related, it'll do the same if you turn the frame limiter OFF

After 50 fps limit is off. Same if you go in options and turn frame limiter off or /fpslimit 50 and higher. Its GTA SA related!

Yes, I talked to Kye about this many months ago. GTA:SA is some what ported from GTA:III codebase (certain part of it). The in-game system is somehow speed determined by the FPS you are getting. At the time GTA:III was released FPS surely wasn't anywhere near that for what it had to render. So yes it is a issue in GTA:SA, I am not sure if it could be patched some way.

I only get around 25fps as it is in the best places, and a friend of mine told me to /fpslimit 100 to make my game run smoother, Is that supposed to work? Because it still runs as usual.

Maybe your pc isn't that good to run it smoother?
