How can i make colored markers at people?

If you look at the video name.. "SanAndreas Multiplayer 0.1"... We're on 0.2x now, so I don't think it's done quite the same..

the function were before sa-mp even came out and then when it was realesed it was away.
But you can make a arrow above a car (link) and if you want one above a player you may try it with a object and let it move like in the video (it exists a white arrow object).
it would look not as good as this but its a way.
