I want to start with Creating Some Objects On my Server now,
but how can I now where the object is exactly on the other

Use MTA Map Editor, it's realy simple and easy to understand

yeah MTA map editor is the best thing to make something like this

then you need a converter to convert MTA .map files into pawn language

The download path is "mtaVC~.." is it for vice city ?

You can try In-Game object editors but they're much harder than MTA trust me, try to work with the mta map editor !
