What are the differences between a game mode and filter script?

Gamemode is what the server runs up initially, a Filter Script is just an add-on to the GameMode

I was asking this question because someone was talking about an RPG filter script, but I thought that this would be more appropriate inside the game mode.

Filter script a file that puts some thing extra in your game mode like u put a new house.
Game mode is your server..
