-delete gta_sa.set
-clean install gta sa and sa-mp
-rename gta folder

Does it start in single player, and are you sure it's a complete clean install. If you've downloaded it, chances are it's got mods and crap with it.

It's steam version so there wasn't any mods when I reinstalled it. I tried clean installing multiple times but it didn't help. After using Grand Theft Auto Downgrader by RockstarNexus now everything is working fine.
