SA-MP ID issues

So SA-MP uses two ids in one client when the next event happens:

Code:
My server is empty with players.

I'm connecting to my server
Connection fails
SA-MP try to connect with the server again
Connection successful
I've got ID 1 instead ID 0, so I'm starting to experimenting issues
How can I avoid this?
