When I starting my server everything work perfectly and the filterscript loading and enything fine but when I use the filterscript CMD the server says: "Unknown command" Like I dont have active FS.

if you use OnPlayerCommandText do not include zcmd

it also could be that you use some plugin but you didn't load it
