I'm wondering why they called a one system to Dynamic and what is the Opposite of Dynamic System

The opposite of dynamic is static ...
Basically if you need to edit any files manually to add, removed or modify something then I'd classify it as a static system. A static system is typically characterized by being hard-coded and having hard upper limits (e.g. 5 faction, 5 rank, 5 cars, ...). A fully dynamic system theoretically doesn't have any upper limits and everything is editable from within the system itself, by anyone with the right permissions.
