Go to the ninite.com website and select all the runtime libraries, redistributable files, direct x, java, everything that you need and you don't have already installed.
The website will generate a single installer with everything you selected.
If that doesn't work, ****** that file, download it (make sure it's not a virus) and put it in the GTA San Andreas folder.

There should be a rule against advising to download random dll files. I'm just going to write some random code, name it "msvcr100.dll" and I'll watch as hilarity ensues. You wouldn't download a random .exe so what makes a .dll any different? They both contain compiled executable code.
