Yes, if you live close, the server and client run stable (no server-sided lagg/too high CPU times) and you have a very good connection it's definitely possible.
You can only "manipulate" your ping upwards, and to make it stick to a specific value you'd need to have above mentioned conditions anyway since your local hardware isnt the only part of the network.

The lower the ping, the more likely it is to be stable.

Stop making threads for every single function.

Stop posting on each of his threads telling him not to post, he is in no way breaking the rules. Even his title fine due to the fact he is has stated he needs help with a certain function.

You are in fact breaking the rules: No Spam.

Information

Not 100% sure if this will work, but if they are faking there ping or using something to cause lag, then what you should do is maybe check to see how stable their ping is, if the ping is high and is constantly changing in large amount 60+ difference then they are probably downloading.

There are ways to deal with this, such as preventing them from doing any major stuff in your server until their ping has become stable, or just kick them.

Did you even read the first rule of these forums?

Check Documentation - The SA-MP Wiki, the PAWN Language Guide, and the General Reference Thread contain vast amounts of useful data - check those first.

This guy is just lazy and expects everyone to give him code on a silver platter so he can cut and paste it without any gratitude whatsoever, then he moves onto the next issue he faces and repeats.

Anyway, even if people were able to alter their ping (which they probably can), I wouldn't consider it to be a game-breaking "hack". The only thing you can really do is retrieve their lowest recorded ping, compare it to their current ping and you can determine the range between the two. Just remember, some players appear to have 65535 ping when the server cannot retrieve it.
