I apologize if this is the wrong place to ask this, also, I apologize if this has already been asked but after some searching I turned up no results so... Is it possible to make a player hover in the air with the ability to use weapons and such. Basically, stand still in mid-air without the falling animation.

I mean through code. Without hacks. My problem isn't that people are doing it, it's that they can't.

Not possible unless they are standing on something, like some small enough object that moves when they move (obviously jumping would be a problem) but not interfering with other players in mid-air.
