Today I play my own server...When I play for 10 minutes the server closed the connection and when I try to relog it said I got banned...when I check my user.txt at my host....Im not banned at all...I tried to change name and use vpn but it always show "You are banned from this server"...anyone know why this happen?

Go to your host and find a file name 'samp.ban' then press CTRL + A then 'BACKSPACE' and save it, make sure you turn it off before you do this thing

This is a known SA-MP bug.
Usually relogging fixes the issue.

Most likely if after 10 or so minutes you are not unbanned, your server has triggered something and banned you(or perhaps one of your admins did).
Also, when SA:MP bans you for extending pass the set ackslimit, it doesn't say that the server closed the connection; your connection just gets dropped and you can connect again in 15 or so seconds.
Also, spamming connections to a server also auto initiates a 15 second ban.

You can use RCON to delete that IP from the ban file.
Use Rcon.exe which with the SAMP or use other RCON . It doesn't need to restart the server
