No, its not good enough, as it cant even hold one player...
If youre going to host a server with even around 10 players on it, it would require a 5Mbps connection both ways. KBps doesnt even count here, if thats what you asked, cause your question is a little vague

I got 12Mbps Download and the Upload is 0.50Mbps.. that's my internet speed, I am going to open it on a Linux Server with good enough system and hardware things......

Should I get my internet speed higher ?

Yep, you need 1+ upload speed too, to run your server, without much language, though, you should try to upgrade your internet and get a upload & download speed of like 3+ mb/s, it'd work like charm!
