Decompress the .tar.gz and try again. Also, i can recommend using screen instead of nohup.

Happens a lot when you transfer files in ASCII on FTP the best thing to do is just re-download the SA-MP .tar.gz and extract it via SSH and replace the old SA-MP files and it should run fine afterwards.
