http://fraps.com/ As stated above. It's free but limited, read page. In the free version you are only allowed to record max 30 seconds at a time and there's a FRAPS watermark on the top of every video recorded, in the full version there's unlimited recording and no watermark.
http://files.filefront.com/SAMPCamHa.../fileinfo.html Awesome camera hack for GTA. Only use this on your personal server or on a server that it's allowed. I haven't tested it on the latest release of samp but in theory it should work just fine.
http://www.sonycreativesoftware.com/vegaspro Awesome video editor, it's expensive though. You can always download trial or use windows movie maker for basic editing.
http://www.adobe.com/products/aftereffects/ Another great video editor, also expensive, trial available.

If you have a high-end pc I recommend
Enbseries for GTA San Andreas beta v0.075c test 2. It takes some tweaking to get right but it's plain awesomeness for cool visuals in gaming and if you want; videos.
Edit: Shiiiii... I forgot, 0.2X disallows d3d9.dll to be launched with samp so Enbseries won't work. Sorry.
