Hmm. Try some ******* tutorials or maybe check the samp wiki for info. Then later on download a custom made GM and try to edit it and that. And eventually make your own GM.

Download a gamemode you like, and make changes/fixes you want. That's my way.

Don't start from stratch because you have nothing as a reference. If you are editing completed script, you will most likely find a lot of similar things you can look at when you are doing your own thing.

Always make sure that you understand all functions your are using (check wiki). What they do, possible tricks, etc.

Hmm, could you give me a gamemode to start with?

That's up to you. Check released gamemodes and decide for one. Make sure to take one that gives you good first impression (tidy topic, comments in the script come very useful, etc).

Your plan is probably to run a server one day. That was also my reason to learn PAWN. However, please don't change a few lines, have that great feeling of finally being able to do something yourself, and open a server. Spend half a year first on your little project, understand how things work exactly, start using some more complex things in your script and only then start thinking about your plans.
