I can found one creator SetObjectMaterialText for Vehicles ?

Doesn't exist. You can however attach objects that have been textured to the vehicle.

Well, I really can not edit that text in some form as appearing on the car?

EDIT: Just create an object and use SetObjectMaterial, then attach it to the vehicle. You just needs the coordinates to be right.
