Go Here, and download the latest client.

Un-install your SA, and SA-MP(new downloaded one), and re-install them. Don't use any types of mods, with the game. And, if still the problem persists, then use R1. If, still the problem is there, then go to control panel, and make a new user account. And, install everything again in the new user, and run the game, it'll work.

Get a old version of SA, and install SA-MP in it (not sure about it).

P.S: Try to run SA-MP, as administrator.

go to properties of gta_sa.exe and change compatibility to windows 98/Me and do the same for samp.exe

Remove all the 3rd party asi loaders or shits, you've installed/present in your GTA SA folder. Use the original one's. Try it, in a new user, re-install SA-MP or SA, to fix the problem. Try to find old versions of SA, if problem persists.
