You could use the function "GetVehicleVelocity" in a loop that's going through all vehicles and check if the Z-velocity (= up or down) has a high value while X and Y are staying (almost) the same.

This works fine on UnoccupiedVehicleUpdate but you also need to check if the vehicle is being towed (if you got towtrucking ability in your server).
