It's a bad host, a LOT of people have been having these problems. They can't get their tickets answered on time, best get a refund and move on.

i paied hundred of dollars to the host they are good my server has been up and running for 7months 4months on sane hosting wich got shut down and now im on smartbytes for 3months and i got this problem 3times only and im losing my players what to do :/ even if i change the host my old players wouldnt know its changed..well most of them so what can i do

Its possible.
1. Change the name of your server to "Server Short Form, Moved to : IP "
2. Make a server and Open it.
3. You may need 2 host tab for Informing others .Its not necessary as they can see the server in host tab when they search. Most people add your server to "favorites List ".So they are able to know your are moved. Make a post in forum and on the forum header if possible.

Clearly they're not good if it continues to go down and no response from the host, it's best to pack up your bags and move for the better. Maybe invest a VPS to minimise your costs.
