Okay so I recently got the West Coast script and I'm having a little trouble allocating the spots for a new faction. I found the .pwn I need to edit the factions but I can't actually edit them to my own liking. I would like to add a brand new faction but I cant actually do it myself. Is anyone able to help me?

Isn't there any command like /fedit or /facedit or /editfac and so on?
Did you set the admin level on your player?

I think the issue he's having is that he can't CREATE a faction.
I've seen the script and it actually has to be made within the script itself.
They need to be made from the actual leo.pwn
