Re-Install it and ensure you link the directory correctly.

You must downgrade your GTA SA to Version 1.0 if you've got version 2.0. Here's the link:

Hi , I had this issue . Just re-install sa-mp with administrative privileges (login to admin account)
My issue was caused because a d3d9.dll was not been able to put into system32 by the installer
