I remember there was exactly the same discussion a while ago.
I can just guess that the hackers center of mass is somewhere in earstern europe. However, there wont be a big difference to the average there.
Would be interesting to geotrack IPs of some hacker database, isnt there still some open banlist project going on?

E.g. Im pretty sure Germany should have more hackers than Macau. Maybe geodata was blurry and some countries were fused with others.
