hellu i am new to sa-mp and i buy vps but when i hit samp-server.exe it don't load the plug-ins i haz framework but still no load i confuse

You should first keep in mind if your VPS has a Windows or Linux based operating system installed. For Windows you'd use samp-server.exe and .dll plugins, otherwise samp03svr from a linux server package and .so plugins.

He "hit" samp-server.exe so it's probably Windows? Unless he means he clicked on it from a file-viewer inside the Gamehosting company's control panel. I doubt that he actually has a VPS. OP please update us on the situation.
