I have one such request. He would add public in style OnPlayerOpenChatBox?
I think it would be a lot of cases the use of this Public.

Why the use of it when you can use OnPlayerText instead? They are almost the same since you do not need OnPlayerOpenChatBox for anything else except chatting.

Instead of saying you think there would be a lot of uses, why not list those uses and show how this is a positive addition to the mod that will significantly improve servers in ways that they can't be set up currently? That makes a much more powerful argument. Maybe even show some specific example of a server where this is explicitly required, with poor work-arounds being used currently.

In fact that's just good advise for any new feature - don't think of it as "requesting" a feature, think of it as "petitioning for" a feature.
