Someone helps me with ban command.. if i write that command to someone to execute it, if he changed the ip or name he can not login again.Help me please!!I really neet that command!

It doesn't work that way dear. If someone changes their IP you have to find a way to range ban the IP otherwise they will just be changing IP. About the name, if they only change their name, then make sure to use the function Ban(playerid); https://sampwiki.blast.hk/wiki/Ban

Yes, i have a command to ban on name and ip but do not exist a way to block their access.I see on other server same command to ban on serial pc.How he made that?
