Well, I have came across a very annoying issue.
Basically what it does, is CJ walks forward constantly unless I press S, then he comes into a stop.
What I have tried
- Deleting gta_sa.set file
- Plugging my mouse into different USB Ports.
- Unplugged headset
- Re-installed the game
No idea what to do, any ideas?

I've had this same issue, it worked for me, by changing some stuff in the options. Depends on the computer, and the copy of the game. Try changing the resolution, controls.

maybe ur keyboard is sticky? or button stuck..
anyway wrong section.. go support client?

Nice laptop. - Anyways, you might want to get checked in how much memory it is using. When these 'random' occurrences happen. Change the compatibility mode.
