Filterscript its like gamemode?
if not how to make new Filterscript?

Well no Filterscript is NOT like gamemode
Umm you just need to open new pawn file and than start scripting in it, also you need to edit server cfg at "Filterscripts" add a name for example: BIZ .. but this file need to exist in your Filterscript folders without any errors so your server will be able to load and use it..
