Game was running on all 4 cores, high priority process. This has also occurred with the .DLL intended to fix the mouse bug (not being used in the video)
I have tried re-installing both SA:MP and San Andreas, neither has fixed the issue. I have tried running the game as an administrator, using the mousefix.asi, using the .dll intended to fix the bug (can't remember the name), and running with STEAM overlay (reported to have helped with the issue). I would prefer to not have to disable multicore in the SAMP configuration file as it gives me a decent increase in FPS.
Phenom II X4 965 Black Edition 3.9Ghz OC (3.4Ghz stock at the time of recording)
ASUS HD 7770 1GB OC Ghz Edition
8GB DDR3 1600Mhz HyperX Blu (Running @ 1333Mhz)
ASRock 970 Extreme3
Seagate 500GB 7200RPM HDD
Rosewill 450W PSU
Windows 8.1 Preview
