You can remove the whole object in SA:MP map editor but it'll usually leave a big white hole in the floor which if you place a business or whatever there depending on the system you use (with/without timers) it'll make you fall through the ground as it's not solid GTA:SA ground.

In short, it's not possible to remove just that single part.
