Step One:
Download Ultimate SAMP Keybinder from the link provided above.

Step Two:
Install it to your desired location and create a handy shortcut on your Desktop.

Step Three:
Open up USK and you should see what's in the image below.

Step Four:
Start by typing in your commonly used server commands and then assigning them to specific hotkeys. In the next image I've given some brief examples.

After setting your commands and hotkeys, head in-game and test them out. Make sure that if you use the numpad keys, your numlock is toggled.

USK is great, I recommend it. I don't use it anymore because I bought a mouse with programmable buttons, but I did use it a lot in the past.

The only issue with this post is that I don't know if you're allowed to post links to downloads where the source code is not shown. If that link has a virus then you will be the one who gets in trouble for it. I suggest removing the link from your post and simply changing it to "Do a ****** search for 'Ultimate SA-MP Keybinder', it is available on a few different websites but personally I use the one from Softpedia" or something so that you can't be held accountable :P

Looks decent, although I suggest AutoHotKey as it has loads of additional functions.
