If you want to load a filterscript in your server, while you are in the server login into rcon e.g /rcon login [password]
then type /rcon loadfs [filterscript] and if you want to remove it, type /rcon unloadfs [filterscript]

what kind of game mode are you running, that doesn't save anything?

you cant get a filterscript because all of your variables are custom to your server. You should look into SQLite, its extremely easy and efficient.
