maybe you have a lot of mods on your gta? check the Cleo Folder :d

Its not bug , the problem from server script.

I dont think that the problem is from the code check the first seconds the LS beach should load the wooden road but it didnt I thinnk the problem is your graphic card reinstall drovers and add more ram
