Why weren't custom server TXD's ever added to SA-MP? I currently cannot find any topic explaining this. Maybe limit the size of total downloads to 10-15 MB? It would be cool if servers could upload custom TXD's. This would mean we could add images to textdraws (without creating 192931923199249219492149 textdraws) and many other, great things.

Seriously, many games have this and there's nothing wrong with it, it would improve SA-MP a lot.

Many other games have this and there doesn't seem to be any problem. In some games, there's servers that put 60MB mods on them and they're still very played. Also, an owner does not have to upload custom TXD's, if he feels his playercount is going down because his players have slow internet, he can just remove them.

Even 5MB would be a big improvement, hell even 1-2MB would do good (seriously, 5mb should be fast enough on pretty much any connection). I would LOVE to see this in SA-MP 0.4. Also, only TXD's should be allowed, that's it.

SO MANY amazing things could be done with just that feature.

Security and manipulation risks. People could pack anything in there, especially images are great for code injection (Yes, indeed loading images in some (bad) browsers can get you a rootkit). So samp wont download any data but the game traffic. There are tons of threads, though the search sucks to find them.

Simply no, because SA-MP is not a game, it's a mod.
All SA-MP is supposed to do is add a multiplayer functionality to Grand Theft Auto San Andreas, and that is why there won't be any function to add external material. Kalcor also said this multiple times on this forum.
Forcing players to download custom material (videos, images, models, textures) before entering the server simply breaks the purpose of SA-MP and would hurt the feeling and environment of GTA: SA.

I've never seen anyone download a virus in any game while downloading skins, the games always allow only one type of files (such as .iwd on cod4).

Because they wrote the image renderers themselves and can fix any exploit. Samp just uses the GTA renderer, so noone can say if its safe, nor could anyone fix issues.

Those games have their file format loaders written specifically for files coming from the internet, so include extra validity checks that are hard to write. If they're not needed there's no point writing them, and as they weren't needed R* didn't write them. Allowing this would require writing whole new file parsers to ensure validity. And yes, I know another mod does this, but I'm sure they've never actually been shown to be secure in their implementation!
Why not write one then ? You can do it.
