What do you want to do with it? Start a hosting company or just host an SA-MP server. If it's the latter, I highly recommend you not to do that since SA-MP is a light gameserver and even a VPS would be more than enough for it.

Don't mess around with a dedi if you don't need one, reinstalls can be expensive or take a long time!

Why do you want to do that? It's a waste of money if you don't have the player base.

Just get a VPS or a VDS. They will work good.

Double posting is against the rules.
Also, whoever -repped me saying "its not up to you", I never said it was, I was just stating my opinion, just thinking of the future and you wasting your money on something you might not need.

My advice is grab Linux CentOS for hosting game servers. Grab 32bit as it will cause you less of a hassle during installations of the servers.
I also suggest you get a control panel, such as tcadmin.com or gamecp.com which can help with installing and handling the gameservers easier.
You don't need cPanel or anything unless you're planning on using the server for webhosting.
