Use an anticheat? Detect what he hacks etc, There are a few out there..

Compare hostnames or IP owner/location and ban accordingly. He might not actually be using a proxy, both of my static IP's look totally different but are from the same ISP.

Create a decent anticheat.. When cheater join my server, i observe what they do and improve my anticheat.
It would be great though, if sa-mp ever would be able to ban something like HWID. That would make it harder for cheaters.
