i have uninstalled my GTA 3 times to try and fix it but it wont fix :S

Looks like it's issue with your version of GTA San Andreas.

[Scenario]

That's odd. Uninstall GTA and double check your Program Files directory on the C:\ drive to make sure the game isn't installed anywhere else. Then clear GTA San Andreas from your registry (****** it if you don't know how). Then try to reinstall.
