Is there a "streamer.dll" file in your /plugins directory? If not, D/L the latest streamer package and put the .dll file in your /plugins directory.

I am not so sure, but it was my problem last time I had this problem, it MIGHT be the port, try using 7777 instead. Reply here with the result, please.

Can you take a screen-shot of your plugins directory? It isn't there, otherwise it would of been loaded (unless of course the include & plugin versions didn't match- that could also be an issue).

Does the include version match the plugin version? Might want to re-download just in case.

Otherwise, I'm a bit stumped on this. Unless you're trying to open the wrong samp-server.exe...

include has nothing to do with plugins, and yes this is very confusing as to what could possibly go wrong here.

yes the include has something to do with the plugin.

Edit:Anyway your plugin dosent work.. it does the same thing like the other one.
