So, what would you like to see in a samp forums server advertisement?
For example, what would make you come and join?

Lay it out well, spaced out. Definitely spot-on English if you want to appeal to serious people.

Maybe a video or showcase attached. List of features, without revealing too much. Originality. Make it different to all of the other crap that you see. Nice colour. A logo at the top. Good spelling and grammar. Make certain that you have a good forum too.
blahblah.tk won't win many over.
Don't put [Refunding], [Unique] in the title, though maybe [Hosted], but makes you look like a bit of a tool.
Just write in a manner that makes you comfortable too. Don't be too uppity and fancy unless you're writing about the server staff and management. Let's face it, you're not some big fancy company. Mostly, you're just an average guy, just like the players and you want to share with them your server. It's good to make that connection with your players. Being fancy and looking down on players will make you seem too serious and maybe your players will feel uncomfortable. Don't make it into a beurocracy. You should be personal and flexible about everything. It makes both you and your players feel more comfortable to be playing on your server and being apart of the community.
