I actually have a script that you can /enter color1 color2 a pay and spray and it includes restricted colours aswell. If you are interested, pm me. It must be put in gamemode, though, and it requires some scripting knowledge, since it uses static const and requires you to change some variables.

EDIT: Forgot to add, people can own these sprays and you can define the prices yourself.
