Do you use a local host?
Or it is being hosted somewhere else?
If somewhere else, then contact you host.
Or if local Host, then do this,
1. Goto Run
2. Type CMD
3. Then press ENTER
3. Command Propt will open
4. in Command Propt, type ipconfig
5. You will see your ip4v Adress, Paste that into your SA-MP and the port from your server>Server.cfg
6. You will have to port forward your port if you want others yo play.
7. Then open the samp-server.exe and you will see your server at SA-MP.

What are you hosting your server on? You r PC or a remote server?
If its your Home host then - whatismyip.com Then add ":YOURPORTHERE" to your SAMP client
eg. 127.1.1.1:7777 or 123.45.6.7:7778 etc..
If its a Remote server host - Then you have to get the IP address from the hoster as you would have the details.
