For hosting(Samp Game server), Singapore or India ?

Isn't this a bit obvious..? If you choose Singapore or India, only Asian people with have good connections, if you choose a US server, only US people will have good connections. I suggest Somewhere like Germany because lots of European people play SA-MP and it is about equal distance between America and Asia.

I suggest somewhere in the middle of Europe, Germany as [jS]Thomas suggested is a good place. Only problems with an EU server is the Russian hackers(sorry if it's not you) and US players.

Theres no global optimal location, depends all on the playerbase. There are lots of american, european, and indian/eastern players. Hosting a server in one of those regions will give good connections for the locals, but shitty for the rest (while europe<->usa is better than to india). So its just up to you to decide.
