Is the respawn delay that you insert when creating a vehicle working correct?
When a vehicle is spawned and not moved yet, does it also respawn on that delay?
Goes the vehicle go trough OnVehicleSpawn when it get respawned by the delay(I guess it does).

The respawn delay is only triggered when any player has entered the car and done changes to it, if the car is not entered since it was created then It would stay there and not respawn(even when the vehicle is moved by force!)

Also yes it gets called on OnVehicleSpawn
