Depends on the gamemode your really into, to set a proper explanation as well as an example to what i'm pertaining to, If you build yourself a plain trucking gm from scratch without that "much" of a user experience and it's just plain driving into cities then it will get boring soon.. If you're really into trucking stuff then add these what we call "objectives" that you need to apply, Houses/moneys/cars/upgrading houses and lotsa lotsa' of other similar stuff that your players really want to get into, these will make your "Trucking" gamemode not just a plain simple but has a nice objective, also some new places and some interesting stuff like some roadworks, bridges tolls, police class and others might get you a nice playerbase
And as for the derby, I usually hate it but if you can make it interesting like more maps, and uniqueness of each then you'll be happy as much as everyone do
(I',m so sorry for the too long post, but I just want to share my experience with creating such gamemodes)

SA-MP is dying because there isn't new. You should be creative and unique and find something that haven't been done. Just like that guy that created a Tetris server.

Trucking servers are boring so I vote for derby. And if you can, add another virtual world for freeroaming, because sometimes you may get bored of derby rounds and may want to chill, and in that case your only options are to pause or to leave the game, whereas a freeroam world would allow you to take a break while staying in the server. And maybe I'm wrong, but I think that you might even add some of those trucking missions to that freeroam world while the derby rounds are played in their own world.
