Questions about SDK are plugin questions, not C/C++ questions. If he was asking about what "if (x)" means, then that would be a language question, not an SDK question. As for the SDK, it is largely documented already, and what isn't is likely in existing plugins or the PAWN toolkit, which is open source so you can see how all the core (i.e. not a_library) libraries work.
