Hosting server on my PC problem

firstly, hello.
I am having trouble with making my server accessable for other players,
Server options -
HostName: Survival v0
Address: :7777
Players: 0 / 500
Ping: 4
Mode: Survival v0
Map: San Andreas

Address :7777 looks suspicious for me, I can join it over my 192.168.1.21:7777 ip.

I gave my other IP (the one that changes everytime I restart my router) to a couple of people and none can join my server (and I added :7777 at the end of my IP)
Problem is , I ported forwards already, I made a server 3 years ago, hosted on my PC and people could join it, I honestly don't know what the problem is, also sorry is I couldn't make myself very clear, I'm in a hurry.

Don't worry if it shows :7777, since it is localhost, you don't need to be worried about.
and if your router is port forwarded, take the external ip and send them to your friends, if this still doesn't work, contact your isp.

http://www.typefish.co.uk/samp-conn/ Go here if you think you've configured your router, this will check if it's visible to everyone else on the SA-MP client.
