Doest Volt-Host has upgraded the servers to 0.3e?Because in the Upgrade section i see only until RC8.

Correct me if I'm wrong, but I guess 0.3e RC8 == 0.3e R(elease)1. I didn't see any new features since RC8. Nevertheless, they should change it/add it to prevent confusion.

No, you must manually download 0.3e linux and upload the linux files to make it the 0.3e.
