Yikes, someone's recommending Virpus?
I /still/ have a year's subscription on one, I'm sure the sequential disk speed is roughly 4kb/sec.
VPS.net have serious SAN issues, whereby it falls over every few days.

If I were you, I'd personally go for a Linux VPS.
They're cheaper, and, generally speaking, have less security issues to deal with.
I've put up a detailed Linux VPS tutorial in this forum a couple days ago, and I'd be happy to assist if you have any problems.
Judging by your location, you'll be best off going for something in Europe, most likely Italy, since all the internet traffic from Egypt seems to route through there first.
Although I personally have servers in Italy, I'll throw out a recommendation for IperWeb. Nice and friendly owner as well

Other than that, VPS6.net have presence in Turkey, which might suit well.
Your payment might have been declined due to your geographical location.
Although it's harsh, it's simply because you're in a high-risk area (at the moment) as you're most likely aware
Message me if you need any more recommendations, or pre-sales advice.
Your choice :P
