When I do /freeze 1 It does it to ID 0 not the ID i choose why?

You have either, not uploaded an updated sscanf or are running a different version from what you compile and what is on the server, also the current package available on the VX-RP 2 Thread is only currently working for 0.3d unless you update all plugins your self.

Try redownload only sscanf.
