to show banlist online on forum www.name.ro/banlist. What I must to do ?

Just copy and paste his example site into your web directory. Making it yourself wouldn't be hard but would require PHP, MYSQL, and some HTML scripting knowledge.

where is web directory ? ...
in server / website ? but where to add the site adress(www.nume.ro/banlist)

I'm really sorry PHP, MySQL, and HTML is far more complex then just a short tutorial but there is a lot of sites that can help you online. Search around for a few.

EDIT: your web directory is on your website :P. It's where you put your files.
